A. Not enough potential viewers (I don't particularly like the Klingons and in my opinion Worf is the Character Who Ate TNG and DS9. Thank goodness they couldn't figure out how to shoehorn him onto Voyager, or that's the third series I wouldn't have been able to enjoy.

B. Expenses of time and materials to put the cast in Klingon makeup every day.

C. Some people are allergic to the goop that has to be used to attach alien prostheses so they just can't play characters like Klingons, Ferengi, etc.

With several books available in Klingon, I somehow question this.

Yet, his migration to DS9 was specifically because he was such a popular character.  (and opened the door to more Klingon BS with Dax)

Actually deceptively simple.  Odo/race, the Gem Hadar (spelling, no clue), Ferengi, and the Cardassians of DS9 are far more difficult makeups and had regular appearances.  A bird of prey is a relatively small crew, as well.

2% of the population are allergic to latex (the goop), to be precise.  Not exactly narrowing the field of actors much.  That said, it is an allergy that can be brought on through repeated exposure, so there is some minimal risk, I'll grant you.

If they made a series of fan films about the Klingons they'd get viewers, sure. Lots of people like dressing up as Klingons. There were a couple of Phase II/New Voyages episodes that were Klingon-centric.

But the Star Trek viewership at large? Uh-uh. A few books doesn't mean the viewers are there, any more than the Vulcan-centric stuff means there's enough viewers to support a Vulcan-centric spinoff.

And I get that Worf is popular with some fans. He's just not popular with me.

Even more amusing given that I don't approve of empires in the first place.
They always form at the cost of their original populations for the benefit of the ruling class.
I was always more of a 40k fan honestly.
It would at least be more interesting than normal Star Trek.
It would be fun to watch them try and write for an evil empire
series and not make it like some silly parody.

Extremely difficult to write evil, actually.  In fact, near impossible, just for the fact people tend to reject it, and the fact that EVIL does not think it is evil.  So, you'd either end up making it about a rebellion fighting the 'evil' government, or be really subversive and reveal by degrees to the viewer that the protagonist is actually the evil.  To a lesser degree, there's 'justified evil'.   The "only doing it to those that deserve it" angle. 

We do need more evil entertainment, though, I'll agree.  Even games that allow evil often confuse evil with just being a general jerk.
