A little drawing to put yellow lapels on the collar, yes.

The way I put the headband on gwilly was to beach a strip of his forehead (color saturation all the way down, contrast pumped up for shininess), then cyan/blue a spot in the middle.  Your subject looks like his forehead is angled up very slightly, by maybe a pixel.

You might choose to make him somewhat blond/lighter brown, and give his hair a center-part...

Headband needs to be a lot wider and lower, try lightening the hair and reducing the color saturation.

Well, the hair is nearing grey on this screen, light brown on a phone, and dark-brown on my other PC.
But I did get GIMP re-installed on this comp. Time to test it.
