I searched the forum for specific consequences beyond the suggestions of rules for the forum. The thread mentions specific rules for the forum, but I do not remember perceiving any specific consequences for the violation of rules on the forum. The lack of transparency for consequences presents an opportunity for the abuse of authority by the senior staff members. What, for an extreme example, remains the difference in punishment between a profanity violation and a denial of service attack? The solution I propose includes a three tiered system that ranges from a nonofficial warning through a single violation that places the person on a watch list. A second violation would result in a "silencing' of the person for a set period of time. The silencing would prevent the member from posting on the forum. The third violation in a set period results in the banning of the member. The violations of simple terms of service like profanity might result in a single violation or unofficial warning.

BUncle actually seems to manage to make a more freestyle approach work well.  I think it helps that nobody on the senior staff is interested in abusing power.

The majority of federal aid for the victims of a disaster originates from the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (the department inside which the FEMA resides). The National Flood Insurance Program (NFIP) remains a major component of the federal disaster response during the short and long term recovery of areas with major flood damage. The NFIP was first established in 1968 under the National Flood Insurance Act as a means to buffer high risk areas against the cost of floods. The program mandates the participatory communities to include a series of preventive efforts to reduce the risk of future floods. An example includes the construction or elevation of all base floors of a residence in a flood zone above the projected level of a flood in the area. The act also provided high risk areas of the country with an affordable flood insurance that was previously unavailable except through expensive programs from the private market. The act further created a program for the creation of a flood risk map for every area of the United States of America (which remains available with a simple search of "United States Flood Risk Map").
The program provides a sleuth of benefits, but the program also has a few major problems. The flood insurance program remains, according to Omri Ben-Shahar and Kyle Logue in "The Perverse Effects of Subsidized Weather Insurance," in a $24 Billion Dollar annual deficit as of 2013 (588). The efforts of lawmakers to make the program solvent after Hurricane Sandy, according to Jeffrey Valacer in "Thicker Than Water: America's Addiction to Cheap Flood Insurance," where met with lawsuits from Mississippi, and several other states in amicus curiae briefs, to stop the legislation that allow for rate increases to match the increase in costs for insured properties in the program. The program according to Logue and Ben Sharar, holds an "below actuarial accurate" $500 Billion in Insured Debt, but the program only has 6 Billion in reserves for the payment of commitments in the case of legitimate damage (592). The program also had to reverse the efforts of the legislators to make the program solvent and to reinstate a variety of portions that were abolished in the legislation of 2012. The program further, according to Ben Sharar and Logue, sets a limit on the amount of insurance at $300,000 for residential property and $1 Million for commercial properties (587). The caps in the program tends to favor the wealthy since the wealthy since the subsidy occurs regardless of income. The lack of income differentials for the price of insurance on a property means the wealthy receive the same low prices as the poor, and the wealthier property owners can afford supplemental coverage on top of the subsidized coverage. The result remains the higher income areas rebuild and recover faster while the lower income areas tend to languish in ruin. The efforts remain most dramatic in New Orleans where certain areas of the city remain in ruins 11 years after disaster because the homeowners could not afford to rebuild even with the payouts from the disaster assistance programs. The expectations remain similar for New York City since many of the same factors apply in the case of the city.

The program remains a sincere effort to combat a serious problem, but the program generates a host of other problems that cause financial dependence on the program in high risk areas. The proper solution remains the inclusion of efforts to minimize the construction of buildings in high risk areas beyond the facilities that require access to a river or flood prone area (i.e. fishery, port, etc.). The removal of people from the dangerous area, or the acceptance of risk for living in a flood prone area, remains the most cost effective solution for the problem.

Add to that the idea that most waterfront housing is expensive, and belongs to the wealthy. In other words, a lot of this benefits the wealthy and their second homes.

If I were running things, Disaster payments would buy you out if you accepted them, and your improvements would be removed and the land would be reclaimed to native habitat, be it redwood or prickly pear in California due to wildfire/mudslide or Eartquake, or salt grass or mangroves on the Hurricane coasts.

Why does the United States of America continue to purport the belief the Russians remain a serious threat for the country? The relationship between the countries remains a universal benefit, yet the U.S. government cannot manage to preserve a relationship with the major entities in the world that do not serve the American interests. The death of Fidel Castro early on Sunday Morning brought a wave of grief among the population in Cuba. The death results in the loss of a great leader against the expansive imperialism of the United States of America from the 1890's through the present. Cuba, a nation only 50 miles from the coast of Florida, brought an end to the oppressive power of the American puppet government over the people. The narrative of the country remains a story about the abusive strangulation by the United States of America with the placement of the economic sanctions on the country for 50 years. The creation of an isolated country forced the country into the current dilapidated state. The creation of a great country requires the work of a great leader. The continuation of a great country requires the establishment of a stable government succession system. The Cubans remain a testament to the ability of the people to resist the brutal force and imperialism the United States of America employs around the world with the collusion of the various international organizations.

The primary purpose of the propaganda remains the installation of enthusiasm among the population, the introduction of the communist political agenda, the creation of a communist agenda among the various industrial goals, and the promotion of the communist ideology among the population. The images also convey the social values of healthcare, education, industrial efficiency (in other posters outside the thread), collectivization, and the promotion of the unity between the populations in the country and the other other communist countries.

At one time I "had" some from the US.  One of the buildings I took over was an old mapping agency and had that kind of stuff all over the walls. 

I salvaged the old maps, didn't think about the posters.  Google wants to return WWII era but not cold war.

History has taught us that humans are spectacularly bad at figuring out which grand, utopian plans are good and which are monstrous. We do not yet have Hari Seldon and his psychohistory, so for the foreseeable future (ha), we are stuck groping blindly for answers. My suggestion is to listen widely and discuss without attempting to persuade, and through that process slowly realize that your political ideology is probably hokum (just as mine is).
