IMO, skull looks off for Coyote or Fox.  Admittedly, eastern coyotes are different than my local variety, and there could be some serious inbreeding deformity going on.  My guess is coy-dog, though.

If it wasn't from the police department, I'd be inclined to agree.

I originally thought that as well, but am not totally sold there.  Especially with the head.  Again, policeman's cell phone.  Doubt it's a shoop.

Red fox with mange for comparison.  Tail could fit in there.

If Hershey was that shade, that's his long thin, almost prehensile, tail as he walks, exactly.

And the head's shooped on, and not that subtly.  -I know a great deal more about shooping than the unimpeachable integrity of every police cop on this continent.

That tail doesn't necessarily mean cat.  Chest would be off for most cats too, though harder to judge with assumed poor health there.

That said, the hind leg reads more cat than dog.  Would expect a longer tibia to femur proportion in a dog.

Meanwhile the front legs read dog again.

So, chest forward reads dog, hind end reads cat.  And inbreeding could account for the hind end.

I've never seen a canid with the 's' curve in the tail - see it every day watching Hershey.

Only certain breeds can, but it's possible.  Greyhounds come to mind.  Some of the bushier tailed species might, but it would be disguised by the fur.  Labs and the like certainly can't with that club tail.  No clue on coyote or fox off hand.

Grew up raising show dogs, been at many dog shows.

I think chupas are normally foxes, coyotes, or coatimundis (with mange ). Probably the latter. Excuse phone and connection.

Coatis can at least contort their tails.
