Build is key, as that's a SMAC concept something besides imperative would be fine, though I was recalling the game referring to the  base govenor priorities that way.  Help me out with wording - how does it refer to the tech categories?

Right.  It doen't have to be imperative, although that means a compulsion as well as an order, but we need the right phrase - [something] Build, or Build [something]

I just noticed that in alphax.txt, they are listed under the line "#MANDATE".

How about "Mandate: Build" as the subtitle?
