The Union seem feel good. A conjunction of free and independent cities of the Planet. It can assumes characters of nationalist comunity (not necessary with democratic tendence)

federation armada want evoke the war spirit of this faction, the same of Spartan but i repeat i don't like logo and we can find a better name

Kingdom of the Cartel or Cartel of Kingdom want be a reunion of tribal clan of the Planet, commanded by a King (like the gybsies structure  ) with culture tendence to anarchaist spirit (in the way of the law of the strongest, armed gang contest as in Somalia  ) wich followers or subdit dedicate to smuggling and looting

Federation Navy would be better - Armada makes me think of Spain 400+ years ago...

Not that I remember.

Armada sounds more dangerous and agressive than Navy, though.  It might be just right, depending on what you want.

Navy - a nation's warships on the ocean.  Armada - a BIG fleet of ships.

Legion - 1000 roman infantry.  Marines - soldiers who serve on ships, preventing mutiny and fighting in boarding enemy ships; also land on the shores and attack as infantry.

NAVY could be mean as space navy fleet, so what is this faction : a society born in the contest of a private army comunity (like the spartans) with militar discipline culture concept commanded by an Admiral

Hmm.  Federation sounds like they are the miltary of the Federation, like Star Trek.  You're thinking like Jerry Pournelle's Falkenburg's Legion.

The Mercenaries would be most direct to say what you mean, or the Mercenary Legion, or Mercenary Marine. 

Mercenary Marine might be best, as it says martime power, that is, a navy, but still sounds like Marines.  Both mean seagoing, but Marines are ship infantry, while (something) Marine means a fleet.

i didn't know the name Jerry Pournelle until you've me write ... i don't know who had! i know just a Prince but i don't want be blaspheme. i've no read Falkenburg's Legion.
i had thinking to roman legion
i watch better legion for military society than for mercenaries, but maybe i wrong
if we think it up certnly come good idea about it (time ... is a precious resource)

Legion or Navy in fact ... Legion appear as a congregation, a society founded by war veterans, Navy could appears  more like an istitution, a private army-company created to build and protect the society always formed by war veteran

Can a faction named mercenaries ? ... a society named 'the society of the mercenaries'  ... mmmm ... it might occure a name that evoke the politic structure, for this reason i've thinked to Kingdom

I don't know why you couldn't call a faction Sid, if you wanted.  Mercenaries would work as a name.  If they're a military for hire, they're mercenaries.  If they're more of a nation founded by war veterans banding together, and have a strong veteran-led military that is NOT for hire, call them something else.

Your description of the The Kingdom of the Cartel sounds like agressive gypsies.  The name sounds like maffia with a king.  Are you looking for a name that says dangerous gypsies instead of maffia?

i could call it X ... 

for each faction i try to looking for a name that can resume is concept but in political key. So i can't name a society just mercenaries. mercenaries could be the name of followers but the faction i think to frame in a kingdom structure. i think is the most consistent.

How about Society of Mercenaries?  How about the Free Company?  The free companies were an Italian phenomenon you've surely heard of - bands of mercenary knights?  The leader might be called "Captain" instead of "King".
