Growing a city using colony pods ?

I read the statement below in a page of tips for playing SMAC (http://spyang.com/strategy/alphaCentauri.html):

"Using a colony pod to grow an existing city ignores hab complex limits, so you can make a huge city well before you ever get the habitation dome."

Can someone enlighten as to how one grows a city using colony pods ? I have never heard of this before.  ???

Move a colony pod to another base, hit 'b' - and that base gets +1 population.

Yeah, simple as that.
Just keep in mind only colony pods can increase the size of a landbase, and similar for sea colony pods to seabases

This probably should be considered an exploit, though, so if you don't like using exploits (or are in a MP game that prohibits all exploits) you shouldn't use it.

True; I was referring specifically to the "exceed hab limits" part.  Using it to do things like grow an outlying base quickly at the expense of an inner-empire base that's pushing against its hab limit is definitely not an exploit.

That page seems badly outdated...it claims that air units get free armor up to level 5 armor, which is obviously not true...
