Dio is working on re-enabling the targeted tech stealing option; the question, though, is whether the current way (with only getting random techs) is a bug (and thus targeted tech stealing should be re-enabled) or is not a bug (in which case targeted tech stealing should not be automatically re-enabled, but rather an alphax variable used to determine whether it should be enabled; in such case, the current techsteal variable would be used to determine whether random techsteal should be enabled.)

Not a bug imo. Likely a feature to reduce the power of techsteal, which is already very strong. Nice to have more options for modding, but I'd say leave the default as-is.

Yea wouldn't say it's a bug.  Personally I would play with it on, but I'd put it as an option.  Spoils of war does allow targeted steal though.  But that's an option and also requires conquering a base..

Not a bug IMHO, but a way to balance tech stealing.
In multiplayer with only human players it would be a nice feature, but in singleplayer I think it would give too much an advantage over the AI.

Anyway, going with the option in alpha(x).txt is a good way to be sure everybody will be happy.

I'm in the not-a-bug camp, too, but also a solo-player, so I wouldn't use it in my games if the AI couldn't use it.
