In 2166, Morgan has an emotional crisis over Santiago's collabration with Zakharov. This means Morgan gave Santiago a ring on the commlink and their conversation goes something like this:

Morgan: Santiago, why are speaking to my enemy Zakharov?
Santiago: We were simply trading technologies.
Morgan: Your collabration with Zakharov is an affront to my business plans.  From this day forth, my vendetta extends to you as well Santiago.
Santiago: Okay...

These series of events will not end well for poor (yet financial wealthy) Morgan. Zakharov then contacts Santiago and their conversation goes something like:

Santiago: What do you need?
Zakharov: Do you want to sign a pact of brother and sisterhood so that we can join forces against our common enemy Morgan?
Santiago: Sure.
Zakharov: Great, from this day forth I pronounce us Pact Brothers and Sisters (until I stab you in the back with Missile Needlejets).

Santiago knows this relationship will not last a long time. Is it simply Santiago's gut instinct or is it some kind of omniscient power? We will probably find out later.

In 2167, Santiago orders a colony pod towards a potential base site northeast of Sparta Command. We also get to see who's who in 2167. In 2168, Hommel's Citadel is founded northeast of Sparta Command. In 2169, Supply Depot starts building a colony pod. Finally, in 2170, we get a overview of the empire and a screenshot of each factions' relative strength.

In 2171, Supply Depot finishes building a colony pod. Santiago then gets another unwanted commlink communciation from Sister Miriam. She again demands that Santiago give her technology or else she "will derive great pleasure from crushing your pathetic faction". Despite this threat, Santiago simply says no and ends the communciation.

In 2172, the Spartan Coalition encounters the Keepers of Wisdom for the first time. Apparently Lal starts having fits of anger for some unknown reason towards Santiago. This prompts some very weird conversations that end up having them declare war on Santiago. Why does everyone hate Santiago's guts?

In 2173, the little formers that could near Supply Depot are setting up a good base site for the recently built colony pod. Meanwhile, the other Spartan bases have begun revving their limited proverbial industrial capacity for expansion and warfare.

In 2174-2176, Santiago is shoring up the infrastructure of the colonies in preparation for war.

In 2177, forests are expanding rampantly near Sparta Command and Supply Depot. Then, Santiago has a new base called Parade Ground founded. Lastly, we get a view of Supply Depot's base window.

In 2178, Santiago has a perimeter defense erected at Sparta Command in order to ease her fears of a invasion from Lal and his wannabe bureaucrats. In 2179-2181, Santiago is having her little terraformers that could connect the Spartan empire with a system of highways. Lastly, in 2182, Santiago has all of the Laser Infantry upgraded to Impact Squads.

Santiago thinks "science gets more fun when we get bigger guns" as she orders her Laser Infantry to be upgraded to Impact Squads. In 2183-2185 nothing much happens. However, in 2186, a certain Spartan Unity Rover comes across a Keeping Unity Rover and decides to eliminate the keeping rover.
