Commerce rate bug?

I've noted in a game that +commerce isn't adding any commerce.  It's midgame so ~3 commerce tech in the formula step:
(CommerceTech+1) / (TotalCommerceTech+1)

As Morgan I'm getting the same commerce at +2 ECON (0 commerce) as at +5 ECON (+3 commerce).  I should be getting almost double.  Could it be that ECON isn't applying commerce correctly?  Or perhaps commerce bonuses are also getting applied to the denominator?  Or maybe some rounding in that the above value can't exceed 1?  Surely I am not the only one that's noted this before?

Firstly, as Morgan you're never at 0 commerce; Morgan has an automatic +1 bonus to commerce.
Secondly, it's impossible to get +5 ECON until Eudaimonia, so I'm not sure how you got that in midgame (unless you used the editor for testing purposes.)
Thirdly (and here's probably where the issue is), how did you change commerce to compare?  Commerce is recalculated only at the beginning of the turn and upon learning a commerce tech, so if you change social engineering it won't impact your commerce until next turn (so it'll still have the full effect, but not display until next turn.)

Yea it was with FM modded to +3 ECON just to test this out.  You have it right on this one - it's a display bug not a calculation bug (which would have really surprised me).  I consider this something of a minor bug since all other production is updated-same turn.  Thus the SE screen won't tell you the real benefit of higher ECON until you've already switched to it for a turn.

I would just activate scenario editor and give myself Eudaimonia.
