It'd be in character, but neither of them would have any effect since this faction should not be using either of those social settings anyway (unless -1 Econ is removed, in which case Wealth is possibly usable in some situations, though Demo/Planned/Power for +4 Growth/+3 Support/+3 Morale/+2 Effic at the cost of only -1 Indust is very appealing when there's conflict). Blocking of Wealth would just make Knowledge the go to SE choice, which is similarly good even if -1 Econ is dropped and much better if -1 Econ is kept.
