Master of Magic had a 'underground' realm Myrror that existed under the above-ground map Arcanus.  You could take units from one to the other at certain portal points.  It wasn't futuristic but that idea also reminds me of the board game Risk 2210 AD.

The Sci-Fi Test of Time game did a bit, and Call to Power original did have orbit/surface interaction, but not much else other than that.  (Would need a good way to handle multiple maps to put those ideas to use, but it would be nice if a game could do that.)

Sadly, no game has ever delved into interplanetary stuff. Or.. even planet/moon/orbital warfare stuff for that matter.
