How to make AI intelligent/cross sea

Hey so I'm playing against AI at extreme difficulty level boosting their faction specs but they seem to be unable to cross rivers of ocean to attack you, even with amphibious technology. So I will just have to build indefinitely whenever I have a river between the AI and me (or dig one) and win the game.

Is there a way so I could make the AI more intelligent in some way or to attack me more (they are already more aggressive) oversea?
