Do In your game the AI rebuild his headquarters? In mine never happen.

I don't think I've ever seen it, but that doesn't mean it never happened. It certainly is possible in theory.

Pretty sure I've seen the AI rebuild HQ eventually.  But it can take it awhile to decide to do it, and then do it.  Pretty sure I've observed this in straight SMACX, no unofficial patches.   I never play straight original SMAC anymore so don't know about that.
