Cloudbase Academy change for custom games

With game Governors, which showed, that we can have the same alphax.txt file in multiplayer games, even on wine Linux, we can easily now have some modifications of rules, that would be specific for a given game.
And first such change, that I think of is moving Cloudbase Academy to some other tech. And maybe making it more expensive.
It could be also disabled, if players desire, but on the other hand, this SP could be still fun if corrected.

What are your thoughts? Where could it be placed in the tech tree, if remained.
How more expensive could it be made?

We are looking for some general direction.

I have it kept where it is (for now) as far as tech.  But 60 rows.  Some SPs I actually mod cheaper, depending

60 rows is twice the price. I wonder if even 90 rows would be not too much. Last SP are 200 rows, which is cheap at the game end.

MMI is level 6 tech. From some descriptions, I have impression, CA was intended to be around grav technologies.
I was thinking to make it at Graviton Theory (level 13). Late enough, so it would be late game did not have so much impact in early-mid game.

On the other hand, late game SPs have little impact since you have very few turns to get the benefit.  Forgot to mention I play with expensive rushing (16:1) also, so that really increases the cost and multiplicatively.  It really takes good M production to churn the SPs out and with ecodamage on it's more to manage

A very late game CBA sort of has similar problems with Planetary Energy Grid.  By the time it comes along you've built the facility.  CBA has other powerful benefits, I suppose...but not so much that it'd be worth 60-90 rows.  With 60-90 rows you could get a large army..

16:1 rushing? is like, 4 times more expensive?

That's true, placing CBA in level 9 tech is practically making it evicted from the game. But it all depends. I like what gwillybj proposed, making the final SP several? 10? times more expensive. Though a player can still have it for the score, prestige or maybe ease of some last vendetta with air-based forces.

This row in alphax.txt makes rushing SP always expensive (as opposed to the default I think its 16x cost if you've only completed 4 rows or less)

Yea I also have Ascent at 2000 rows.  Might be a little excessive I don't know.  Somewhere around there I think works
