Saw it! I'm guessing he tied up, the tide went out and left the boat hanging on the wall like an upside down flag, then it rained or the tide came  in, filling the boat and preventing it from floating again. Too bad they didn't have the "day walker".

What was that thing in the square that they called a horse barn about 4:40 ?

It was constructed a couple years ago, after I moved to my current location. To quite a number of residents of the city of Ghent it is a monstrosity. It is called the 'sheep fold' (if google translates correctly), and is a sort of open event hall.
The funny thing is that in my younger years this square was a public parking lot. Then the inner city became car free and it became an open city square. Then, when I was living in Ghent, there was a citizen ballot about whether or not the city council's plan to construct an underground garage underneath the square should go forward, but the majority was against. The current hall is the result. Nitpicking detail, the city council went forward with the construction of a cellar dinery underneath the hall when it was constructed.
Oh, another detail. That sunken boat? It's just next to a migrant neighbourhood, mostly of muslims with Turkish roots.
