Another question/poll regarding IGNOREPREREQ

Facility-based random events (creche event, energy bank event, etc.) can only happen once you have the tech for that event.  Should the IGNOREPREREQ ability (letting you build the facility without the tech) count for that as well, or should you actually need the tech?

That would work two ways:
for good events, you loose opportunities
for bad events, you are immune to them.

Allowing these events earlier, as soon as you get the first one, would be more realistic, I think.

A question, all these new abilities will be in non-limited pool? Not counted towards limited 8?

Actually, the events in question are those that are good when you have that facility in the base where they happen and bad when you don't.

Each one is dependent on its own facility's tech; the question is whether it should be possible to get the creche event (riots if the base doesn't have a creche, instantly grows to max size if it does) if you don't know Ethical Calculus but have the ability to build creches without it.

Unfortunately, no; the non-limited pool is much harder to add to, and doesn't allow you to have more than one of the same type, so I'm putting them in the limited pool.

There doesn't seem to have been much opinion on this, so I'll make it so that as soon as you can build the facility, its event pops up.  The facilities with associated events tend to be low enough in cost that building them is something you'd usually want to do fairly soon anyway.

  I didn't find the poll till after you'd decided, so count my vote as approval - if you have the facility itself, you get the randoms that go with it.
