Heres a question. How do you reduce the votes a faction gets?

It cannot, at the moment, be done.  When I open up nominations for features for patch version 3.6, you can request it there.

Cant you just go in the txt and put a - in front of the number?

I think that would either have no effect, or cause the votes to count negative, i.e. -2 means that voting for X is worth 2 votes against X for governor, and for supreme leader it decreases X's vote total by 2 and that faction's votes are doubled and then subtracted from the total that you need 2/3s of to win.

I'm going to test it. I think it does have some sort of negative effect.

I tested it and as near as I can tell you're correct it has no effect at all.
Oh well it was worth a try.

You could give all other factions higher VOTES multipliers as a workaround.
