He's an early custom SMAXC faction leader.  I started with a 40s  Time Magazine cover painitng of a white Canadian WWII general, and make him brownish/Afghani, and his hat a compromise between traditional officers' dress hat and an Afghan pawkul...

I could probably fix this more -there's light pixels around her hair in the original that I'm sure look terrible in dark themes- but not tonight.
