In my mod, Power gives +1 PROBE.  The only other thing that affects it is Thought Control, which gives +2 PROBE.  Lal doesn't have any inherent faction bonus for PROBE.

Previously I mind controlled this base.  Lal had a lot of units in the area, hiding in the fungus.  A few turns later, he liberated it by military force.  Now when I try to mind control it again, I can't!

I'm playing on Transcend.  At that level of difficulty, is there some kind of hidden extra immunity I've never run into before?

Is there some rule that you can't take a liberated base for X number of turns?  Or that you can't mind control a base "yet again" for X number of turns?  In either case, the message is wrong.

I had the same thing happen to a 2nd base.  I mind controlled it, then it was liberated by military force, now I can't mind control it again.
