Stealing Energy Bug?

I noticed in the .exe file that their is a complete section of code for #ADVENERGY and #ADVENERGY1.  Why does it not function? My best guess right now is that the #ADVENERGY and #ADVENERGY1 code does not jump into the Probe Energy (#PROBENERGY, #GOTENERGY, #TOOKENERGY, etc.) section further down in the procedure. I am hoping that Yitzi might help figure this problem out.

Under what circumstances does it seem it should function and doesn't?

It's very likely that the only way to determine what's going on is to analyze the procedure.

It appers as though it would function in a manner similiar to how stealing technology with probe teams after the first sucess at a base.
