Why No Strategic Bombing?

One of the most effective ways to hurt your enemy is bombing his mines, forests, farms ect.  Yet the ai never does this, or so rarely as not to count.  I have always been irritated by features in games that can be used by the player and the ai but the ai never uses them and have wondered what was in the developers mind.  If the ai used this feature it would help greatly to make it more competitive.  I know the standard answer to my question is that all ai's are weak, developers just don't put enough effort into them.  But we have had 13 years of mods and patches.  Are there any mods or patches that have the ai use its air forces regularly for strategic bombing?  If not, why not?  Is it just me?  Do other players not see this gap in the ai's war making potential as crucial?
And while on the topic - please don't think I am razing the makers of this wonderful game, just concentrating for the moment on what I think is its weakest part - of strategic bombing one can bomb the hell out of the ai's resources and the ai will do little to nothing.  The ai will often put AA on combat units but will never station a combat AA to guard a resource against air attack.  Interestingly enough, I have found, over 13 years and a huge number games, that the Drones have a very aggressive air defense in the form of fighters.  They too will not have AA guard units but they will swarm you with fighter defense.  This has been true I think in every game I have played with the Drones, and I use them almost every game precisely because they will use their air units for something except air parades from base to base.  Anyone have an idea why the Drones air force, at least their fighter units, will be so aggressive?
