Can a multiplayer faction be Revived?

Is it possible to revive multiplayer factions by modding?
Within the code, what disappears when a player Dies and what is required for that code to live again later in the Game?

If they have to have a city then can they be spawned on a city of an existing faction? Like a Peacekeeping town suddenly being replaced by a revived-Gaian one?

There is a configuration option at game start that allows eliminated faction to respawn.

Are you referring to the "Do or die: don't restart eliminated players" option? I don't know about multiplayer, but I seem to remember that in a single player game I was restarted after an early defeat. I believe that you are restarted on an unclaimed tile elsewhere on Planet, and receive a colony pod and few other units (a bit more than the vanilla start, but not a lot).
