I have been using the SMAX Yitzi patch (which includes some unknown version of PRACX) for a couple years with no problems at all.
However, I just ran into (seemingly out of nowhere?) a weird interface glitch where units (even units with pre-set orders) will not move unless the mouse is jiggled (or a key on the keyboard is pressed).  The game loads fine, the screen resolution is correct -- but the game doesn't seem to progress unless it's getting input from the mouse or keyboard -- the game enters micro-freeze state until it gets some mouse/kb input to "wake it up" for every single unit.  Similar kind of issue with End Turn - does not actually move to next turn unless mouse/kb input received.  Essentially rendering the game unplayable.

My hardware:
Board: ASUSTeK P8Z77-V PRO Rev 1.xx with 32GB
Graphics Chipset: AMD Radeon HD 7800 Series with 2GB
DELL U3011 monitor (2560 x 1600)

My software:
BIOS: American Megatrends Inc. 2104 08/13/2013
W10 (64 bit) v1703 Build: 15063.632

So, I updated all the drivers for my motherboard, checked for any Windows updates (there were none), and updated the driver for my graphics card (to Radeon v17.7.2)  I uninstalled the game.  And deleted all the orphaned registry entries so that I could start from scratch.
And then re-installed the GOG version.
And then re-installed the Yitzi 3.5D patch.
And then re-installed the PRACX 1.9 patch.
And then re-ran the Restore-AltTab bat file.

And ended up with the exact same frozen interface problem.

Tried ForceOldVoxelAlgorithm=1 and also tried ForceOldVoxelAlgorithm=0.  No change to the problem.
Added back the DriectDraw=0 (which I do not think does anything when running PRACX, but I am desperate).  No change to the problem.
Confirmed that I have legacy DirectPlay checked.

I am at a loss what to try next?  Has Microsoft actually broken SMAX with the latest W10 updates?  Is the Yitzi 3.5D patch not the patch that everybody is using?  If not what patch shuld I be using?
Has my time with SMAX finally come to an end?

Installed PRACX 1.10 patch.  No change.  Interface still broken.

I am still at a loss what to try next?  Hate to give up such a wonderful game, but cannot play it in this broken state.

I believe there's a way to disable PRACX.  You might also want to see if the bug happens with just the GOG version, and (if not) if it happens with just Scient's patch; if it's something to do with Windows, it may occur without patches, so which versions it happens with may help track it down.

I loved my chosen. How then to face the day when she left me? So I took from her body a single cell, perhaps to love her again.
