Description: This fixes two bugs.  Firstly, completing a satellite with nothing in the build queue will now correctly start the same satellite again, rather than switching to stockpile energy.  Secondly, it will no longer be possible for specialists to increase the amount of drones under variant drone rule 8 in certain circumstances.

This patch requires the text files from patch version 2.5.
