Planetary Governor

The Planetary Governor is the elected head of the Planetary Council.
The Governor can call a meeting of the Council every ten years rather then every twenty as is the case with the other members.
The Governor can veto any Council Proposals and can only be overruled by the unanimous vote of all other Council members.
The Governor gains +1 energy for each commerce transactions at each base from the increased commerce created by global agencies.
The Planetary Bureaucracy provides the Governor with an infiltrator in every other human faction.
