Bases can be constructed in ocean and ocean trench squares despite the manual stating on page 41 that: “Ocean and ocean trench squares can not support bases”.
This causes the AI to establish bases that it cannot effectively grow or develop.
This is compounded for aquatic AI factions by the Bug:Aquatic factions ignore Adv. Ecological_Engineering. It could be inferred that aquatic factions should be able to build bases in ocean and ocean trench squares after the discover of Adv. Ecological Engineering.
