The Planetary Governor is the elected head of the Planetary Council.
The Governor can call a meeting of the Council every ten years. Other members can only call a meeting every twenty years.
The Governor can veto any Council Proposals and can only be overruled by the unanimous vote of all other Council members.
The Governor gains +1 energy for each commerce transactions at each base from the increased commerce created by global agencies.
The Planetary Bureaucracy provides the Governor with an infiltrator in every other human faction.
