Increases defense multiplier of base to one against all attacks. This effectively increases defensive bonus by +75% or +175% when combined with Perimeter Defense, Naval Yard or Aerospace Complex. Does not apply against Psi Attacks.
Can only be constructed in a base which already has a Perimeter Defense.
