Offline Question

On board upgrades require the unit to be stationery for the whole turn, uses up all moves and doesn't factor in high morale upgrades for some reason.

While workshop upgrades do factor in high morale upgrades and do not use any MP at all.

The inconsistency here suggests its a bug....thoughts?

Wait, I though if you upgraded an individual high morale unit (to a unit without high morale), it kept its morale level, but if you upgraded through the workshop, it did not. Or is this a different issue?

I wonder if workshop upgrades not costing a turn of movement has to do with formers.

I was referring to a unit without high morale upgrading to a unit with high morale. You only get the increased morale level if you do it through the workshop for some reason.
