How does the subtitle "The Build Imperative", or "Imperative: Build" strike you?

but you should ask someone who's first language is English..

Buster's Uncle:
Build is key, as that's a SMAC concept something besides imperative would be fine, though I was recalling the game referring to the  base govenor priorities that way.  Help me out with wording - how does it refer to the tech categories?

you mean research priorities in a blind research game?

Buster's Uncle:
Right.  It doen't have to be imperative, although that means a compulsion as well as an order, but we need the right phrase - [something] Build, or Build [something]
