Title: Swapping the Weapon Strength and Cost of Gatling Lasers and Missile Launchers

This swap involves not only the Alphax file, but also swapping the location of the associated VW.cvr in the game code and swapping the weapon fx.

Here is my reasoning for doing this.

First, Missile Launchers require more tech to reach than Gatling Lasers.

Missile Launchers require (going from the lowest levels of tech to the highest):
Industrial Base, Applied Physics, Biogenetics, Social Psych, Ethical Calculus, High Energy Chemistry, and Gene Splicing.

while Gatling Lasers require:
Applied Physics, Industrial Base, Information Networks, Polymorphic Software, and Optical Computers.

Second, this would fix a minor bug with attack graphics. Presently, the attack graphics for the Missile Launcher are for a energy weapon while the attack graphics for Gatling Lasers are for a projectile weapon.

Would support such a change?

And they have more attack, so that suggests it shouldn't be swapped.
