Title: Changing the bit rate of a audio file?

Would anyone be willing or know how to change the bit rate of audio files from 352 kbps to 64 kbps? Attached below are the sound files I want to convert.

Wavs:  They are uncompressed audio files.  You can change the number of channels, sample format and sample rate.  Neither are really represented by kbps.... 

I suggest using Audacity.   You can use it to change the sample format and rate of the file and export it as a new wav.
