Yitzi's unofficial SMAX patch 2.3c

Fixed a bug with the pacifism drones rules.  (Also changed conventional missiles to no longer add 50% to attack power in preparation for a more complete fix; their value in alphax.txt has been increased by 50% to compensate.)

Had a couple crashes in two games after hitting enter for end of turn.  Included my alphax.txt (which has a lot more units) in case that matters.

Found the problem, and I just posted 2.4d, which should fix it.
