Title: Bureaucracy drones formula

This has been posted on Apolyton IIRC, but I can't find it, so I might as well post it here (having just confirmed it):

The maximum amount of bases until the first bureaucracy warning is as the datalinks say: (8-DIFF)X(4+EFFIC)XWORLDSIZE/2.  Call this the bureaucracy tolerance.  Note that a negative efficiency counts as 0 for this purpose.

On a very small map (e.g. 5X10), this can in theory round down to zero.  If so, the bureaucracy drones rule is discarded completely (but so is any chance for a normal game).  Otherwise:

Divide your number of bases by the bureaucracy tolerance, rounding down, and subtract 1.  This is the number of extra drones added to every base.  In addition, an extra drone is added to some bases, depending on how much the remainder was when you divided by the bureaucracy tolerance: 

If the remainder was 0, there are no further drones.  If the remainder was 1, then there is an extra drone in each base whose number (in the base list of all bases in the world, in order of founding) is one less than a multiple of the bureaucracy tolerance.  If the remainder was 2, then there's an extra drone in each base whose number is one or two less than a multiple of the bureaucracy tolerance.  And so on.

However, the total number of bureaucracy drones can never be more than the population of the base.
