Title: Does the Game Keep Proper Track of Major Atrocities?

I was reading over the Eco-Damage Formula in the wiki, which got me to thinking about atrocities.  I know there's a council action for Repeal UN Charter, after which atrocities will not count.  But there is also an action to Reinstate UN Charter.


So I was just wondering, if there is a repeal, then a reinstatement of the UN Charter, is the game keeping track of atrocities only when the UN Charter is in effect, and ignoring them when it is not?

The rule is that any atrocities done while the U.N. Charter are not in effect do not count, even once it is reinstated; conversely, those done while the charter is in effect count even once it is repealed (though I'm not positive that it's included in AI reactions then, but I think it is.)

This is true of both major and minor atrocities.

Though, while atrocities will be ignored under such conditions by the council, the individual factions you have committed said actions against typically won't forget. If you used a planet buster on a city for example, that said faction's relation, even with the repealed charted will still hate your guts.

Maybe worth adding is that when the sun spots block commlinks, you can safely commit minor atrocities and even the victim won't hold it against you. However, somehow nukes work normally - vendetta from everyone and the victim hates you. Now, I'd understand an in-game explanation of "a PB hit is so huge that everyone notices it", if not for the fact that you can safely put to death an entire base during the sun spots and nobody is any wiser afterwards... :)

Obliterating a base isn't so huge it changes the landscape.
