Title: Roads through forests

I have noted that while it only takes one turn to build a road on a blank square it takes three turns to build it on a forest square. This means that if you know that you want forest + road on a square you can save valuable terraforming turns by building the road first and then planting the forest. This means, of course, that a nearby base will have to wait an extra turn before it can use the forest.

Am I right about this or have I misunderstood things?

That is my understanding, too.  I take the extra time to build a road first on some of the squares I intend to forest - they rarely all need roads.
