Finally managed to beat the Spartans Vs. Peacekeepers Scenario just today as the Peacekeepers

The strategy is to let go of U.N. Planning Authority and U.N. Commerce Committee; there's simply no way to keep then out of Spartan hands. The Spartans will covet U.N. Education Agency so much, that they'll actually resort to using Probe Teams to capture it. Counter this by using your Probe Teams built there. Juggle between this and rush buying The Virtual World. You'll need control of 6 Secret Projects to win this scenario; although the description is goofed here, and says that you need 7. At the scenario's start, you'll always have 4 by default. U.N. Education Agency will constantly need to send out it's units in self-defense. Do whatever you'd like with your Formers. The Native Life is NEVER a threat in this scenario. Use Frontier Politics and Simple Economics to get a massive refund of much-needed Energy. Use your Alien Artifact to advance The Virtual World at your highest-Mineral Base. The bases that need to fall aren't that good anyway; so it's really no loss.
