This one is running a close race with Scythia, in my books.  I like how the early UU works as well as how the Extra Wildcard Policy can give you a huge flexibility for the whole game.

I'm curious how the whole social policy tech tree meshes with the traditional tech tree, but these guys are clearly set up to run down the cultural stuff quickly. 

When I play warmongery I do like to be able to ignore things to focus more on warmongering.  (which is why I almost always ran a specialist, pop rushing economy in IV.  Focus on FOOD! largely forget hammers and gold)  Those bonuses just might be enough to ignore a lot of the social side of stuff and still not fall behind.

Thing is, the extra wildcard slot can be used for ANY Policy type, Diplo, Economic, Wildcard and of course, Military.  And can be at any time, say you want that Mil Heavy Government but it's lacking in Economic and you need that little boost to get you through for a while, Greece now has you covered with that extra slot...

Couple that with the City State thing...  Get a couple of the Sci and Gold ones to to help with your overall base growth but then concentrate on the Mil ones and your golden, I would think...

I'm not a huge fan of the city states, to be honest.  One of the things I disliked in V.  We'll see how VI handles merely crushing them soon enough.  Talking up builderish BS you can do with them is fine and good, but not my cup of tea.
