Title: "Move West" unit order?

What is this? I've NEVER seen this before.

Unit order "Move West" with a ">" symbol by the unit (which would actually point...east...). I didn't give this order (on purpose, at least).

The "Move West" order is given by pressing Ctrl+Right.
The ">" symbol will show no matter what direction to unit was told move.

After telling a unit to move in any one of the eight directions, it will move that way until it can go no further. In your image, the unit was moving west but will stop because it has reached the coast. It works for sea units, too.

Indeed. It was a bit confusing! Seems like a somewhat useless command, though - whether land or sea, exploration is never a straight line. You always want to stop and check supply pods, etc.
