Title: Delayed Start factions

We all know aliens start the game a few turns late. You all probably also know that the Planet Cult does as well. (I only just found out.) Can we mod this variable? Delayed sea factions would help balance them out.

Notes: In multiplayer, delayed factions start at the same time as everyone else. In single player, if you choose a delayed faction, no one else starts until you do.

It could be added as a potential feature via .exe modding, but not via faction .txt modding (except by giving them the filename of one of the delayed factions).

Which would replace the existing faction...
