Title: Tweaks towards AI Colony Pod Production

I continue to notice that several checks for the number of bases a faction controls remains fixed in the AI Controls for Colony Pod Production regardless of the map size. I remain fairly certain that adjusting these values to change with the map size would help the expansion of AI factions without other bonus factors on larger maps. The current values check the number of bases at 3 and 4 for land bases and 4 and 8 for sea bases. What do you think of this idea?

Makes sense.  Though I think ideally it would be based on the number of map tiles, for custom sized maps
