If you have the settings so that at the beginning of the turn a pop-up lets you know (X) has been built and you can zoom to base, preferably your first base, while you're in the base screen, you can load a save -- in this case, a save of the end of the previous turn.  What happens then is that the beginning-of-turn stuff continues to happen, subsequently-built bases still grow and build, but the first base does not, all unit turns are still used up and the year doesn't advance.  Opponents are frozen, too.

You can try it with the save above, though the transcendence will still happen when it's cycled its way to Nu Sector.  Heart of Chiron, the first base, will have completed a Network Node.

Naturally, this is normally very tedious and not very useful for long, as formers can't form much in one turn, but the Eighth Faction has an OP bonus for fungus, which makes it considerably more feasible to use the cheat - and in short order,  it becomes practical to build a former, move it, use it to plant fungus, build another, same, and disband them to relieve the support cost.  I ran through many hundreds to get to the point of the save.
