Peacekeepers => Latter day U.N. humanitarians
-Efficiency (bureaucracy)
1 extra Talent for every 4 citizens, rounded up
Population growth limits relaxed
x2 votes in Planetary Governor elections
Does anyone know what a "Talent" is? If you haven't seen the entire post that this is from, go check out Aga1's thread. There's enough info in there to keep us chatting for a while!
Looks like the manual is going to be a big one! (Or, at least, looks like it should be a big one.)

I would think that being able to put SMAC down during the first week of ownership to eat/sleep/work/defficate would count as a talent.....

Maybe lots of "talented" citizens gives the faction a slight bonus in science and happiness (the talented ones being the brains and leaders of the group).

That's assuming that what is meant by "1 extra Talent for every 4 citizens" means one extra talented _person_.

Talent was name of one currency in I believe ancient Palestine. So perhaps it's just the name for money.
