I played a hotseat game with a friend the other day, and to my great dismay, I found that I could neither give him cities or units. If there is simply something I don't know, and that the game is capable of such diplomatic acts, please tell me. If the case is that through some oversight, Firaxis did not incoroporate these functions into hotseat mode, I beg of you, do so now!

Yep, sad to say there are a lot of things that are disabled in multiplayer games. You stumbled onto one of them.
