How do you turn over one of your cities to a pact brother in a PBEM?

You can't turn bases to (or trade bases with) human players in PBEM.
The diplomatic UI designed to handle inter-human contacts there, lacks this option.
You have to let the other conquer it or bribe it, with all the waste of resource it may cause, an temporarily (?) passing thru a state of vendetta.

Thanks MoSe. I think someone should make a list of missing ops in the game and mail them to Firaxis, since there are quite a few bugs like this, especialy in the diplomatics.
And, XenoMan has been banned so from now on i am known as MiKaeLe
