I've been trying to design a set of factions based around the Conquer/Discover/Build/Explore base that SMAC uses in its PR.

So I designed a Build faction; here's the basics -

+1 Industry
+1 Economy
-3 Support
-1 Growth
-10% Research Costs <good>
+20% Rush Costs <bad>

I wanted them to be hard to expand with but have them as excellently suited for the Builder stategy. I'm hoping someone out there has a suggestion or two before I move on...

it would be better if you put -2 support because you're only plus-ing two things

The -3 Support is there so that Police State still results in negativesupport, that way you can't nullify the factions worst negative without taking serious hits.
I'm considering adding a -1/-2 Morale to replace the -1 Growth...
