I've created another Starcraft based faction, this time using the Protoss. Questions and Comments would be nice.

I have a few comments.
1. Starcraft rules.
2. -1 economy does jack all, so change it to -2. If you do that, it will be balanced.
3. with the Tassadar, Fenix, Aiur, thing, somewhere in the game, the words "Dr Fenix" will come up. You might want to change this.

Some things about this faction
1. Starcraft DOES rule (but not as much as SMAC), but can't you at least be original?
2. Increase the economy and morale negatives
3. Give them some sort of research bonus
