Here is a custom faction of mine based on Pinky and the Brain, I need suggestions for base names though.

Much too powerfull. It looks like a Univercity faction (++ research, free tech at start/free network node), with 2x votes (added advantage), and dissatavantages are not even as bad (-- probe the same, but-planet not as bad as drone problem)
Definatly add a drone problem like Univercity (Lab rats no like being lab rats ) And maybey it will be balanced, though I think maybey one other small disatvantage after that even.

I think that you should just get rid of the Network Node. It makes no sense! And besides, with it in, it is too much like the UoP. Just make it +2 Research, -2 Probe, -1 Planet, *2 votes
