I like making my wacky, highly strange factions. So after the Neo-Humans with no drones come the Androsynth.(For some background info, the Androsynth were the race of clones from the Star Control series. They rebelled against humanity and sought refuge on a far away star. So let's twist the facts alittle and say that star happened to be Alpha Centauri.)
The Androsynth,
+6 Growth (Complete Knowledge of Cloning Technology)
-3 Efficency (Massive populations are horribly unorganized)
Double Penalties for Democratic Politics (Huge population)
-2 Support (Androsynth Military favors "Cannon Fodder" tactics)
Extra Drone for every four citizens (Citizens are unhappy due to lack of individuality)
May not use Police State politics.
I think they may still be overpowered. Even though support will nail them and they'll be (essentially) huge plump targets in the early stages of the game, if they start going nerve staple crazy they can easily outmuscle all the other factions in the blink of an eye.
I was thinking of giving them -1 Police (no nerve staple) or put the growth down to +5 so that they'll have to use Planned/Demo to get +6 (both of which will augment their weaknesses a good deal.)
